The most hilarious, head-scratching line in that article is saying the change is to "increase parity." They want to increase parity in a class that is, for all intents and purposes, exclusively GM powered? Tell me how that makes sense.
 
scoops back on. kinda' like a racer leaving his nhra scoopless factory-x car in lieu of ihra big scoop mmps this weekend.
 
Because engine builders and intake manifold designers need to make more dyno pulls.

I actually welcome the change. Now the cars will look more like a car with a scoop instead of cars with a "flat" hood that bulges up half the height of the windshield.

YEP, because the front inlet throttle body position creates a mixing of cylinders (lean/rich) that only the well funded teams could figure out. Returning to Hood scoops with the throttle bodies on top of a sheet metal tunnel ram will/should level the playing field and should tighten up the class making it more competitive.
