I posted this in another thread, but just doing the math it seems to me like a pretty good deal. Right now there are 20 races left in the year, so $99 is $5 per race weekend.
If they were to do a pay per race I'm thinking it wouldn't be $5 per weekend, Just like anything else, if you buy a lot you pay less per unit than if you buy one or two. Season tickets for football cost less than buying each game separately right? So let's just say it's $20 per race buying them individually, after you watch 5 you would have paid for the year. Or if it's $5 per day, then you are still paying three times what a year would cost.
Here's a perfect example, when I picked up my car in Las Vegas last week they asked if I would like to activate the XM Radio. I said "How much?" Answer $5 a day, I have the car 12 days so $60. That seems like a fair price, but when you consider that my annual subscription for XM in my car is $199 per year it doesn't sound so good. 40 days pays for the year. Even though my car sits idle more than I drive it, it still is a good deal (to me) to pay for the year, and whenever I want it I just have to push the button.

P.S. This as always is strictly my opinion, I'm not speaking for NHRA and I know of no plans for them to offer All Access on a per race basis. For all I know they may be talking about it.
