'cuz NHRA doesn't necessarily listen to drivers/owners.

That's something that hasn't changed in the last 25 years unfortunately.

The NHRA issued a rule change directed specifically to the shocks issue. Pro Stock teams are required to run the "traditional" Koni Shock set ups.
