Odds are if he shuts it down he will never get permits to build another, people will be NIMBY, not in my back yard.
Happened on Long Island where i am from, people succeeded in shutting down the Hamptons, now there is an all concrete "track" in Calverton that can't get past the locals. It is the old Grumman runway, longer than any track in existence, fuel cars could coast to a stop, IIRC about 10,00 feet, it was where the did the test flights. Daily flights or racing on weekends........
