The proximity of the track to mean sea level may not be the deciding factor. The soil make up probably is though if it's anything like we have here on the coast of MS. You can be right at sea level and still be on "solid rock" in some places and in others, like here, you're on "mush".
 
The track needs more super income to be maintained in Super Condition.
Compare ticket prices between tracks with one Nascar Race and NHRA tracks with One race a year.
That said the track surface should be priority and NHRA should bring out a testing car at least two weeks ahead of a race and pay expenses for the team to make 2 runs in each lane to look for errors.
Don't leave it up to owners they might never see the track or care.
Billy Meyer cares I don't know about the Gay's.

The entire facility has been neglected. The tower is very rough as well...it looks like they walked away from it all after initial construction was complete.

That said, I've always found the track staff to be exceptionally nice and helpful...especially in Race Control. They're great people.
