Seattle used to charge for parking, but it took so long to get people into the track, it would cause backups for miles on the freeway. We've waited for an hour to get in, in the past. Last couple of years, they skipped it, and getting into the track was a dream, virtually no delay. I don't know if that's why they did it, but it sure is wonderful.
