I've said before, every drop of oil that can be found will be burned. If we make it more expensive on ourselves than we have to before we need to, we're just putting ourselves at an economic disadvantage to countries who don't/won't.
When we really start running out of oil and shortages drive world prices up, then market forces will dictate that other things be used/technologies be developed. It might be things that haven't even been thought of yet.
