Just quessing, but it is probably not registered in the US for tax, insurance, etc. reasons.

Probably also has something to do with safety reasons. Very few ocean going, privately owned vessels fly an American flag. Especially these days, with all the piracy going on. Makes them lees of a target on the water, and in port.
