You're right. Maybe we should go back to souped up flat heads and pie crust slicks simply because they were more affordable for the average Joe. I see what you are saying, but I could not disagree more. Gotta pay to play. If that keeps me firmly in the "spectator" role because I can't, so be it. I for one want to see innovation celebrated, not squashed for the sake of access to the masses.
There is a place for rules restrictions as a cost containment measure, but to me it isn't in the professional categories. That's like the MLB telling the a professional baseball team that they can only sign guys that hit under .300 or throw a sub 90 mph because signing better hitters or pitchers provides a competitive advantage that the other teams just can't afford.
