Unless I am mistaken, that is a buddy of mines company (or he is an employee - I'm not sure) based out of central Missouri. They do a lot of tracks across the midwest. St. Louis, Chicago, Topeka, and a whole bunch more. Scraping, laying down new rubber, etc. That may have been the first green track they did. I'll have to quiz him on that.
 
That's not a green track. That is basically a layer of silt left over after sweeping it. You are seeing the rubber surface as the scraper does its job. That's equipment from the Crispe family it appears, which makes sense. Their local guys seem to be operating it. The track likely has not been used in months.

I stand corrected. They recently laid down rubber on a green track at Kuwait Motor Town in Al Ahmadi, Kuwait. My mistake.

Larry Crispe has been quite the innovator over the years. He created the 1st tire rotating tractor to put new rubber on the track. I'm also pretty sure he made the 1st side rolling bar attached to a quad to move cars off the track. Developing a mechanical scraper wasn't an easy task. He suffered some burns in the early development stages of the machine.

That was Kurt Johnson at Total Venue Concepts who prepared the Kuwait track. Your buddy may be one of the guys that works for him.
