Why do some TA/FC injector hats require a ballistic blanket on top?

I notice only the buzzard catchers have a "pad" on top, but no other style hats do.
(I do see the retention straps on the others)

Does anyone use Buzzard catchers in TAFC anymore? It seems most of the injectors are the 4 blade PSI style hats on top of the screw blowers, especially now with no IHRA roots cars racing.
 
I am not sure why, nor had I noticed it. I would assume that it has something to do with the burst panel/pressure relief valve configurations that are used for the different blower/injector combos.
 
The cover on top of the injector in TA/FC is part of the overall requirement for blower restraints from SFI when using a PSI screw compressor (blower) and is supplied by Taylor Motorsports when you buy a complete restraint. If you expect to pass tech you better have one.
