Are Safety Safari personnel required to wear their entire gear at all times, including helmets and jackets, regardless of daytime temperature?

I have seen the guy's and gal's on the trucks wearing everything less coats except when the Pros run. they can put the coats on in seconds. many of the safety safari are employees of fire departments or medical workers during the week. they have saved my ass more than once.
