The IHRA has a class called outlaw nitro. What exactly does this mean and how does it differ from the NHRA Top Fuel and Nitro funny car classes? Obviously there have to be rules.

I have no idea. I would think anybody could enter. Scott Palmer and Jack Wyatt indicated they were running IHRA. Dave Gallegos has been reposting a lot of IHRA posts. Krista Baldwin has expressed interests well. While I think it’s great to give the racers more options to run, the cost is still higher than the payouts. The lower funded teams generally have less parts. I think there will be a lot of teams only making one pass if there isn’t a bump spot and I would expect some singles in eliminations. A little explosion could easily knock a team out for several races.

I think Lex is going to run them. Mitch King had 2 TF cars, Dave drove one at Baton Rouge I was told. I plan on flying from Texas for the last one in NC.

According the the IHRA Facebook page, Krista Baldwin & Scott Palmer (TF), Dale Creasy Jr. (FC) and Craig Sullivan & Frankie Taylor (PM) have signed on to run IHRA races. Hopefully they will be able add more cars and reach 8 car fields.
There was a new funny car team at the Edgewater Nitro Chaos event over the weekend that said they might try and hit a few races. The driver was Éric Stevens and they had a beautiful Mustang called American Thunder.

We're still trying to decide whether to ride up there from Alabama to watch. I wish there was an entry list somewhere rather than piecing together info off a Facebook page.
