To answer your specific question, HRP/RPR is not in a major watershed area. I looked at the USGS gauge height graph for goose creek in Baytown (the nearest tributary with a automated monitoring) and there is no issue there. From downtown Houston, to the north and west there are major watersheds with tons of issues. Like Paul we have gotten over 20 inches of rain, but I live far north at nearly 200 feet of elevation ... our water goes downhill fast. This is going to be a bad one. I don't see how you can predict stuff like this ...
