I believe it is number of wins first and then best qualifying position average, but the odds are that it almost can't happen.

That would be interesting, seeing TJ won a race and Hagan got the points. So would it be counted as a win for Hagan ?

According to the temporary "Covid" rules already in place that would be a YES. I just hope if Hagan wins he gives a deserved shout out to TJ as being part of the reason why. Tommy won every race he entered this year .
