In my opinion, if the NHRA and their Official Sponsors perceive that the contingency sponsors are receiving almost the same track-side exposure as the Official Sponsors, the NHRA should INCREASE the amount of exposure the Official Sponsors receive. Give them more bang for their bucks. Leave the contingency sponsorship program alone, but give the Official Sponsors some value-added exposure opportunities at the track.
The contingency sponsors are the life-blood of the NHRA sportsmen racers, and the sportsmen racers are the life-blood of the NHRA. If the banner program isn't popular with the contingency sponsors, the NHRA should find out why, and develop a different track-side marketing program that would better benefit both the contingency sponsors and the sportsmen racers.
That follows my train of thought.
If I have issues with an event I have sponsored and I don't think I am getting enough for my sponsorship dollars compared to the lower tier sponsors, and I bring that concern to light with the event promoter/owner, I expect them to do something to increase my exposure and/or give me more value. I don't expect their response to my comments to be raising the price on the lower tiers.
