I would be surprised if NHRA can tell a team they can’t promote their sponsors at IHRA events unless they are a cosponsor of any advertising on the car, maybe ban NHRA logos on cars, ?
I've been impressed with all the NHRA patches and decals on the entries at the IHRA races. To me that speaks volumes of IHRA not throwING a tantrum because the competition is being shown.

I could see not running NAPA if they aren’t paying for costs of the race, but why would they care if Capps decided to run their logo at the race, are the fans at IHRA races not wanted by NAPA as costumers

If Napas contract is for NHRA and they don’t have full ownership of car and team or requested to foot the bill, to me it be a bad look to try to stop a team from running another racing series unless their is a conflict that could be a problem for their contract dates ( outside or between events ) or ability to perform at contracted NHRA events, will be interesting to see how your question is answered if Napa chooses to address the concerns you brought up
Unfortunately in today’s lawsuit happy world we live in, any sticker/sponsor on the car could get sued if something catastrophic happens. When Troy Critchley was in the horrible charity burnout incident many years ago, he along with AMS Staff Leasing and others got sued even though they were not involved in the incident. Even if NAPA is not paying for the race itself they are most likely fine with them running the NAPA colors. I think most sponsors would be knowing the risk of incident is fairly small.
