You know what? That seems to be true in most situations we read about like this. Someone always says... they've been racing here for xxx years!
To me, failure to do something about a situation when it is a known activity, is just as much responsible as whatever caused this current tragedy. Imagine how the poor guy who hit all those people feels? It wasn't the street racers, just some poor schmuck driving down the highway, who ran into the smoke from the tires. Nothing was said about how fast he was going, or if he tried to slow down because he couldn't see.
In any case, 8 people are dead. Sad.
