EVs should have an externally mounted cutoff switch, much like what NHRA requires for trunk mounted batteries.

Shouldn't all the computers already have done that, before signing off?

This may already be a feature I haven't heard about, but have the main batteries (I believe EV's have a standard 12 volt battery to keep the electronics running) shut off when the driver walks away. I know a Tesla owner and I'll ask him the next time I see him.
