Outta curiosity what is involved in this P/S engine leasing program?
Carb to oil pan?
engines sealed ?
additional cost if you hurt a bullet?
All data goes to engine builder?
cost etc.
between round data exchange / tune up suggestions?

All data goes to engine builder? absolutely
cost etc? In 2005 it was about 12k per race. Now it can get into twice that and more.
between round data exchange / tune up suggestions? Engines are generally transported by the engine builder. All engine tune up, maintenance is provided by a representative of the engine builder, that data is usually well guarded
 
I had a very brief involvement (one day) with a Div 1 B/AA car a couple years ago. They were running a bought a paid for Schmidt 500" motor. Even though the motor was purchased, the oil pan was sealed and it HAD to go back to Schmidt for any internal work.

So it seems that not only the leased motors have restrictions.
