Bernstein Steering Rebuild - what is that tank?

Several shots of the Monsters Boyz replacing Brandon's steering. Could have sworn I saw a small tank with a screw cap in front of the rack. I've never been in the Bud pits, but I haven't seen this on any of the other cars. Any ideas?

Looks like a ballast tank Jim, that's my guess.
